LICENSING

Efficient licensing system is applied in Azerbaijan. According to the legislation of Azerbaijan, the license is an official document allowing to carry out different types of entrepreneurial activity in the country. There are 37 entrepreneurial activities in the country required to obtain a license. The license is granted to all companies that comply with the relevant requirements without any discrimination. Thus, foreign investors can also obtain licenses based on the same terms and procedures as defined for Azerbaijani citizens. The registration of 25 types of licenses is carried out on ASAN Service Centers and through e-Government portal on the principle of "one-stop-shop". Starting from 2015, the amount of state duty paid for the license has been reduced twice, in regions 4 times (excluding regional television and radio broadcasting), the duration of issuing licenses is reduced from 15 to 10 working days. The Law of the Republic of Azerbaijan "On Licenses and Permits" of March 15, 2016 determines the regulation of the permit system. According to the law, the grant permission is an official document (permit, approval, certificate, accreditation, contract and etc.) issued by a body authorized for carrying out certain activities related to the conduct of entrepreneurial activities or for the implementing of entrepreneurial activity.
