The import of equipment, technological appliances and hardware based on this document is exempt from value added tax and customs duties for 7 years.

• The number of license required for activities reduced from 59 to 37;
• The amount of the state duty reduced twice, in regions 4 times (excluding regional television and radio broadcasting);
• Processing period of licenses reduced from 15 to 10 business days;
• Licenses can be obtained at “ASAN Service” Centers;

A "single data registry" created to regulate inspections in the field of entrepreneurship and except for cases stipulated by the legislation of the Republic of Azerbaijan, inspections were suspended from 01.11.2015 until 01.01.2021.

Mortgage and Credit Guarantee Fund

In accordance with the Decree of the President of the Republic of Azerbaijan in 2016 Mortgage and Credit Guarantee Fund was established as a non-profit legal entity.

The Fund is a non-profit legal entity which establishes a mechanism for providing the population in the Republic of Azerbaijan with dwelling through long-term mortgage lending, carries out activities towards supporting attraction of domestic and foreign financial resources to mortgage lending, as well as provides guarantee to the loans obtained by entrepreneurs in manats from authorized banks and in cases and order defined by the President of the Republic of Azerbaijan grants subsidy to part of the interest accrued on those loans.

Entrepreneurship Development Fund

It was established by the Decree of the President of the Republic of Azerbaijan No 224 of 31 July 2018 and "Rule for the Use of Resources of the Entrepreneurship Development Fund of the Republic of Azerbaijan" was approved. Under the new Regulation, the annual interest rate of loans of the Entrepreneurship Development Fund reduced from 6% to 5%, and the volume of medium term mortgage lending increased from 50 001 to 1,000,000 manat.

Relevant decrees of the President of the Republic of Azerbaijan approved in this field and based on the Investment Promotion Document, the privileges provided for in the Tax Code of the Republic of Azerbaijan and the Law on Customs Tariff are available. The Decree No. 1713 of the President of the Republic of Azerbaijan, dated January 18, 2016, provides support for refund of expert-related agricultural and processing products, organization of export missions to foreign countries, research and marketing of foreign markets, promotion of Made in Azerbaijan in foreign markets, acquisition of certificates and patents in foreign countries related to export by local companies, creation of payment mechanism for the expenditures on export-related research and development programs and projects from the state budget, and application of privileges on export-oriented production loans.

Since December 25, 2018, applications for the preparation and issuance of technical specifications and project documentation related to gas supply networks, water supply and wastewater discharge systems, as well as receiving applications for small and medium business houses (SME homes) and “ASAN Communal" centers (ASAN Service centers in the regions where "ASAN Communal" centers are not established). Decree No. 460 of the President of the Republic of Azerbaijan dated December 28, 2018 does the simplified rules for the design, construction and commissioning of construction facilities, which does not require the examination of entrepreneurs. At the same time, an electronic reference system for obtaining permits for the construction and operation of construction facilities established. Thus, applications of physical and legal persons, for the purpose of issuing permits for the construction and operation of construction facilities which are not subject to expert examination, are processed within 15 working days and 10 days.

December 21, 2018 "Criteria for the division of micro, small, medium and large entrepreneurship subjects" have been approved. These criteria are determined by the number of employees and the annual income. Criterias allow regulation of entrepreneurship implementation of state support and privileges directed to micro, small and medium-sized businesses and significant expansion of the scope of those support and privileges.
For the creation and development of clusters of startups, micro, small and medium entrepreneurship subjects, important amendments, covering the following areas made in the Tax Code:
• a substantial reduction in the tax burden on income tax for the private sector workers;
• application of tax privileges for the sale of shares or stocks owned by the taxpayer for at least 3 (three) years;
• provision of temporary tax privileges on property tax for a person (investor) acting as buyer during privatization of state-owned property;
• reducing the rate of simplified tax from 4 to 2 percent;
• applying amortization norms on fixed assets on the balance of micro and small business entities;
• exemption from 75% income (profit) tax of profits (profit) of persons who are subjects of micro entrepreneurship;
• provision of temporary tax privileges on non-cash payments in retail trade and catering;
• exemption from profits, property, land of SMB (Small-medium business) Cluster for 7 years from profit, property and land tax;
• part of the SMB cluster participant’s profile which are used as expenditure for capital are exempt from income and profit tax for 7 years;
• exemption from profit tax of startups for a period of 3 years.

On December 28, 2018, a single internet portal for public procurement was created of which the organization of electronic procurement is considered. According to that amendment, procurement of goods (works, services) with the estimated cost of the acquisition subject of USD 3.0 million or less is carried out electronically with the participation of micro, small and medium entrepreneurship subjects using open tender method.
